This week, at a hearing of the California State Assembly Elections Committee, state Democrats voted to kill AB25 – the California Voter ID and Election Integrity Act of 2025 – authored by CA State Rep. Carl DeMaio.
The common-sense bill would have restored election integrity in California by implementing the following reforms:
- Voter ID for in-person and mail-in ballots;
- citizenship verification
- accurate maintenance of voter lists by each county;
- enhanced ballot signature review requirements; and
- imposing penalties on counties if they don’t finish counting their ballots within 72 hours of the election.
DeMaio presented overwhelming evidence at the hearing proving that existing state election rules allow for opportunities for voter fraud and public trust and confidence in state elections has sunk to an all-time low. DeMaio also introduced polling studies showing widespread bipartisan support for Voter ID laws – even among minorities and Democrat voters.
“Despite the overwhelming support for Voter ID, California Democrat politicians refuse to implement this common-sense reform to restore public trust and confidence in our elections,” said DeMaio after the hearing.
“Sacramento politicians had their chance to act to restore the health of our democracy and they failed miserably – so now we must launch a citizens’ initiative to force this issue on the 2026 ballot for the people to impose this reform on our broken system from the outside,” DeMaio pledged.
DeMaio had anticipated that state Democrats would refuse to implement Voter ID. In March, DeMaio announced that the Voter ID initiative campaign had won the backing of a major coalition of key donors, elected officials, and grassroots donors.

STEP 2: VOLUNTEER
DeMaio is asking supporters for help in getting more than 1 million signatures to put the initiative on the ballot for a statewide vote.
“I firmly believe a Voter ID law is the best way to restore public trust and confidence in our elections in California — and if we can get enough signatures to qualify the measure for a statewide vote we would win,” DeMaio says.
“We need volunteers to help collect the 1 million signatures we need to qualify for a vote and contributions to cover the hard costs of putting the CA Voter ID Initiative on the ballot,” DeMaio concludes.
