In yet another alarming move that undermines the integrity of California’s elections, Democrats in the State Assembly have passed Assembly Bill 930, a measure that allows non-citizens — including illegal immigrants — to serve on official recount boards and handle your ballots.
The bill, which passed the Assembly by a vote of 59-16 on May 19th, now heads to the California State Senate. If enacted, AB 930 would remove long-standing safeguards by changing the law to allow “individuals” — rather than registered voters or citizens — to be appointed to conduct ballot recounts in California elections.
“California Democrats just voted to allow illegal immigrants to count your ballots — and they’re hoping you don’t notice,” warns Assemblyman Carl DeMaio, Chairman of Reform California.
Democrats are already attempting to spin the bill, claiming AB 930 doesn’t authorize non-citizens to serve on ballot counting boards. But DeMaio points directly to the amended bill language as proof.
“AB 930 strikes the phrase ‘voters of the county’ and replaces it with ‘individuals’ — eliminating any requirement that members of a recount board be citizens or even registered voters,” DeMaio explains. “This change is intentional — and it’s dangerous.”

“The elections official shall convene special recount boards consisting of four individuals appointed by and at the discretion of the elections official.”
DeMaio also points to Senate Bill 225, enacted by Democrats in 2019, which explicitly allows non-citizens — including illegal immigrants — to serve in appointed government positions in California.
“Between SB 225 and AB 930, the pathway is now wide open for illegal immigrants to be appointed to ballot counting boards in our elections,” says DeMaio. “That’s outrageous — and it must be stopped.”
As if opening recount boards to non-citizens weren’t bad enough, AB 930 also includes language to require counting ballots received up to seven days after Election Day.
“This destroys faith in the results and creates chaos,” says DeMaio. “Elections should be decided on Election Day, not dragged out for weeks while illegal immigrant appointees sort through ballots behind closed doors.”
Reform California is fighting to make elections more secure by advancing the CA Voter ID Initiative in 2026, a measure that will require an ID and citizenship verification in order to vote, enhance signature reviews, require audits of voter lists, and impose penalties on counties that fail to count ballots on time.
“This is how Democrats keep control of California — by weakening our election safeguards at every level,” DeMaio says. “But we’re fighting back with the CA Voter ID Initiative, and with your help, we will get it on the ballot in 2026 and win.”
