Reform California Chairman Carl DeMaio has proposed a landmark CA Voter ID Initiative to overhaul how the state conducts it elections – and DeMaio is asking supporters for help in getting more than 1 million signatures to put the initiative on the ballot for a statewide vote.
“I firmly believe a Voter ID law is the best way to restore public trust and confidence in our elections in California — and if we can get enough signatures to qualify the measure for a statewide vote we would win,” DeMaio says.
“But our campaign needs significantly more volunteers and support before than we have right now if we are to succeed with a statewide signature drive to qualify this game-changing initiative,” DeMaio notes.
DeMaio plans to incorporate the campaign to qualify the CA Voter ID Initiative into the existing campaign Reform California runs each election cycle to elect reformers to target seats and to block costly tax hikes.
Each cycle Reform California distributes its “Plan English” Voter Guide, hosts ballot harvesting events, and runs campaigns for and against ballot measures. DeMaio says he plans to integrate organizing support for the CA Voter ID Initiative in each of these investments.

But for this timeline to work in the 2024 campaign cycle, DeMaio says three goals must be met so Reform California can proceed forward with the wet-signature phase of qualifying the Voter ID Initiative.
GOAL 1: Online Petition Signatures (99,452 of 150,000)
The first goal that must be hit to commence the signature drive is to get to 150,000 unique voter sign-ups on the online petition.
While the online sign ups aren’t submitted to the state, they are crucial to qualification success as Reform California will use the online petition sign ups as the base list that will be mailed petitions to help hit the eventual goal of 600,000 “wet” signatures from direct mail.
“We need everyone to circulate the online petition ASAP and get their friends and family to sign up today,” DeMaio urges. Without these online signups we won’t succeed with the direct mail portion of signature collection for the campaign.

To achieve cost efficiencies in the campaign, DeMaio plans to include the link to the Online Voter ID Petition on various campaign materials being distributed by Reform California throughout the 2024 elections.
GOAL 2: Volunteer Commitments for Gathering Signatures (79,421 of 250,000)
The second goal that must be hit to commence the “wet” signature drive is to get volunteers to sign up and make FIRM commitments for the number of signatures they can guarantee they will collect. Volunteers are asked to make commitments ranging from 10-25 signatures on the low end to 250+ signatures on the high end. Right now statewide volunteers have only made 79,421 in signature collection commitments out of the 250,000 needed from volunteers.

GOAL 3: Fundraising for Paid Signatures ($236k out of $1M)
The third goal that must be hit to commence the signature drive is to raise the funds necessary to print petitions, mail kits to volunteers, print signage, and hire paid canvassers to collect signatures. The current funding Reform California has available is $236k out of $1 million needed to commence the signature drive.
